The 26-year-old, who rides for the UAE Team Emirates cycling team, on Wednesday finished ahead of the Netherlands' second-placed Olav Kooij and Germany's third-placed Phil Bauhaus in the annual race's 226 km third leg between the southeastern Polish cities of Sanok and Rzeszów.
Meanwhile, Portugal's João Almeida, who won the second stage of the 2021 Tour de Pologne a day earlier, retained the race leader’s yellow jersey.
Polish rider Michał Kwiatkowski, who won the 2018 Tour de Pologne, finished ninth in Rzeszów on Wednesday.
The fourth leg of the 78th Tour de Pologne will on Thursday see cyclists cover a 159 km route starting in the southern city of Tarnów and ending in Bukowina Tatrzańska close to Poland's border with Slovakia.
The remaining stages of the 2021 Tour de Pologne end in Bielsko-Biała, Katowice and the historic city of Kraków.
More than 150 riders from 22 teams based in various countries are taking part in the seven-stage 1,140-km race, which runs until Sunday.
