"Hostile acts carried out on behalf of the Russian Federation are increasingly taking the form of terrorist activity," the agency said in a statement over the weekend.

It mentioned frequent arson attacks at warehouses and retail centres including packages that contained concealed flammable substances with a timer set to ignite during transport.

“We must be aware that the Russians will be using such tactics because this is their way of influencing Western governments and societies,” security expert Artur Dubiel told public broadcaster Polish Radio.

"Ultimately, the goal is to make the public distrust the authorities, who are then perceived as ineffective and incapable of protecting society from such threats," he added.
